The familiar eCabs headquarters in St Julian’s will soon be gone, as plans propose its demolition to be integrated into the Project Landmark Tower, formerly known as the PX Tower.

Planning application PA/05346/25, submitted last August by Project Landmark Limited, outlines plans for the “excavation of the existing site as an extension to the approved Phase 1 of  PA/02470/16” – the first phase of the tower development.

The application also indicates that the adjacent garage next to the eCabs building is included in the excavation works under a separate but related application, PA/05350/25.

If approved, the Project Landmark Tower would become Malta’s tallest building, surpassing the Mercury Tower in Paceville, which is situated close by. 

To complete the consolidation of the entire peninsula between Triq Santu Wistin and Triq Elija Zammit, the plot to the southeast of the site, along with the basement levels of an adjacent plot next to Noru Hotel, has also been acquired.

As the familiar eCabs headquarters prepares to give way to a new triangular structure that will redefine the Paceville skyline, it will replace the previously approved 'cheese-grater' design.

The project is being led by Project Landmark Holdings Limited, jointly owned by PXC Investments Limited and Flynn Limited. The latter is another company owned by Hermann Mallia from Famalco Group – the company behind brands such as Fahrenheit and Domino’s. PXC Investments Limited is owned by P.X. Company Limited, which is owned by Paul Xuereb.

Proposed tower compared to existing Mercury Tower

The application (PA/04313/25proposes a mixed-use tower rising a mixed-use tower rising 184 metres above ground, or 157 metres when measured from Triq Elija Zammit, which sits higher than Triq Santu Wistin (the same street where the eCabs HQ and garage is currently located).

This submission revises an earlier 2020 approval (PA/6097/20) and forming part of the second phase of a consolidated masterplan under the Floor Area Ratio (FAR) policy for tall buildings.

The development is divided into three vertical zones:

  • Offices (levels three to nine): Around 5,100² of Class 4A office space, complemented by retail and Food and Beverage (F&B) outlets at podium level
  • Hotel (levels 10 to 23 and 34 to 38): A hotel of 189 rooms, with average unit sizes possibly pointing towards a five-star standard. Facilities include restaurants, event spaces, serviced apartments and a rooftop pool and bar
  • Residential (Levels 24 to 33): 68 apartments, larger than typical studio layouts, possibly suggesting an emphasis on higher-end residential accommodation

The scheme provides over 370 underground parking spaces, along with cycle storage and service areas spread across four basement levels.

Notably, the entrance to the car park appears to be connected to the new Paceville Junction Project still to be executed by Infrastructure Malta, suggesting a degree of integration with wider infrastructure upgrades in the area. Questions about the junction's status sent to Steve Ellul, CEO of Infrastructure Malta, were not answered at the time of publication.

This is not the first time a high-rise development has been tied to infrastructure promises that have yet to materialise, including in the nearby St George’s Bay and Pembroke area, in which several high-rise buildings have been proposed.

Half of the site will also be transformed into a piazza and landscaped open spaces. 

Entrances for both the hotel and the residences are planned from Triq Santu Wistin. A pedestrian link is proposed to connect Triq Elija Zammit and Triq Santu Wistin, replacing today’s narrow and unsafe footpath without a pavement in Triq is-Swieqi.
