The tender call process for the Msida Creek project has been concluded, Infrastructure Malta announced on Tuesday, stating that three tenders were received.

The project, which involves the construction of a new flyover intended to replace the existing traffic light junctions and incorporate facilities for alternative modes of travel, has garnered substantial interest from the industry.

The bidding process ended on Tuesday, with three competitive proposals being submitted to undertake the project. The submissions received are:

  • EPE JV: €34.7 million
  • Shining Star Infrastructure and Construction Co. Ltd: €49.7 million
  • RM Construction Ltd: €40.8 million

EPE is a joint venture formed by Polidano Group - primarily known for its work in the construction sector and for having a hand in a number of infrastructural projects - and reportedly also Electrofix Group and E&L Enterprises.

Shining Star Infrastructure and Construction Co. Ltd is a company that is fully owned by New World Infrastructure Construction Holding BV, registered in the Netherlands and better known as Yildirim International. The company is well known locally for having handled the development of the Marsa Junction project. Its Directors are Ozer Oz and Roberto Stivala.

RM Construction Ltd, incorporated in 2013, is a joint venture between Schembri Infrastructures Ltd, Asfaltar Ltd, and Bonnici Brothers Limited. Paul Magro, Edward Schembri, and Bonnici Brothers are all Directors. The company was involved in the development of the Coast Road project in Baħar iċ-Ċagħaq.

Infrastructure Malta perceived the positive response as a “vote of confidence in Malta’s commitment to improve the quality, efficiency, safety and sustainability of Malta’s infrastructure”. The project also seeks to provide the necessary capacity to overcome existing challenges and meet future requirements.

The adjudication process is set to commence immediately, marking the next phase in determining the most suitable partner for this major project. This meticulous evaluation process seeks to ensure that the selected bidder aligns seamlessly with Infrastructure Malta’s vision for the Msida Creek project and possesses the “expertise necessary to deliver high standard outputs”.

The agency expressed gratitude to all participating entities and is looking forward to a successful collaboration will bring the project to fruition.

The project, which includes a major upgrade and embellishment of the surrounding areas with new recreational zones, represents the “first major road infrastructure project that incorporates a comprehensive 10-year operations and maintenance period”, Infrastructure Malta stated.
