The Foundation for Affordable Housing is a social enterprise established in January 2022 through a collaboration between the Government of Malta and the Archdiocese of Malta. Its mission is to improve access to affordable, secure and sustainable housing for workers, individuals and families.

The Foundation supports people who do not qualify for conventional social accommodation but still face difficulties accessing housing through the private market. By combining established housing models with social and economic innovation, it develops practical, market-based solutions that respond to the diverse needs and circumstances of households across Malta.

Through an innovative and inclusive approach, the Foundation is building a comprehensive range of housing solutions designed to support people at different stages of their housing journey.

These include a supply of homes at affordable rates, financial instruments that provide access to more favourable home-loan conditions and co-living options that encourage community and shared living. Together, these initiatives aim to ensure that more people can access a housing solution suited to their financial circumstances and way of life.

Guided by a Council of Administrators and led operationally by CEO Dr Jake Azzopardi, the Foundation brings together experts from diverse professional fields to develop research-driven policies and implement practical solutions that address the evolving realities of Malta’s housing sector.
