Malta has appointed Zachary Borg as its first Envoy for the Gulf, marking a significant step in the country’s efforts to deepen political, economic, and cultural engagement with one of the world’s fastest-growing regions.

Apart from this role Mr Borg is also the co-founder of 9H, and an NED.

The appointment forms part of the Government’s newly launched Regional Framework Policy for the Gulf Region, which sets out Malta’s strategic direction for cooperation with the Gulf Cooperation Council (GCC) countries and their immediate neighbourhood. The policy provides a structured approach to expanding partnerships in areas such as trade, investment, energy, innovation, education, and connectivity, while emphasising Malta’s longstanding principles of neutrality, dialogue and respect for international law.

According to the policy, Malta’s diplomatic footprint in the Gulf has expanded considerably over the past decade, with embassies now active in Riyadh, Kuwait City, Abu Dhabi and Doha, complemented by a Consulate General in Dubai. This increased presence reflects Malta’s aim to pursue more direct engagement with Gulf governments and institutions, particularly on economic cooperation and multilateral issues.

The Framework underlines that Gulf states have become increasingly important actors in global diplomacy, energy markets, and investment flows. It notes that while bilateral relations have historically been positive, Malta’s trade and investment links with the region remain moderate and hold considerable untapped potential—particularly in sectors such as technology, aviation, higher education, logistics, renewable energy and financial services.

Role of the Envoy

Mr Borg’s appointment is identified within the Implementation Framework of the policy as a key measure to ensure Malta can translate its strategic objectives into concrete outcomes. The Envoy will be responsible for assisting the development of trade, investment, and economic relations, supporting Maltese companies seeking opportunities in the region, and promoting engagement in priority sectors.

This includes working closely with Malta’s embassies, the private sector, and institutions such as TradeMalta and the Malta Chamber of Commerce, which the Framework highlights as central to identifying opportunities and addressing barriers for Maltese firms operating in the Gulf.

The Regional Framework Policy outlines several areas where Malta sees high potential for future cooperation. These include:

  • Innovation and digital technologies, building on Malta’s aspirations to be a regional hub for advanced tech solutions.
  • Financial services and investment, where Malta positions itself as a gateway to the EU market, with opportunities in wealth management, fintech, asset management and structuring.
  • Tourism, hospitality and education, including partnerships with training institutes, possible satellite campuses, and strengthening Malta’s ELT sector.
  • Connectivity, with air services agreements already in place with several Gulf states and opportunities for increased routes and maritime collaboration.
  • Climate and renewable energy cooperation, drawing on Malta’s participation in IRENA and international initiatives involving Gulf countries.

The policy notes that the Gulf’s economic landscape is transforming quickly as countries pursue diversification away from hydrocarbons and expand sectors such as tourism, finance, technology and green energy. As these economies shift, Malta sees an opportunity to position itself as both a partner and a bridge to the European Union, leveraging its EU membership and multilateral involvement.

The Framework includes an annual progress evaluation mechanism to monitor Malta’s achievements in the Gulf and adjust priorities as needed. Borg’s role is expected to be central to this process, ensuring continuity, follow-up and coordination across government and industry stakeholders.
