Tech Entrepreneur and Business Leader Luca Arrigo has announced his intention to run as an independent candidate in Malta’s 2027 general elections.
The announcement, made via a detailed LinkedIn post, includes his manifesto, Vision for Malta 2050, and Mr Arrigo aims to reimagine Malta's future, focusing on digital transformation, economic growth, and sustainability.
“I should not be doing this as I'm busy building my life as a digital nomad and working on myself,” he admitted in his post. “I just can't resist not contributing to the political discussion in my country. So here we go,” he added.
Mr Arrigo outlined his intention to bring transformative ideas to Malta’s political discourse, acknowledging the challenges of winning as an independent. Drawing inspiration from figures like RFK Jr. in the USA, Fidias in Cyprus, and policies by Javier Milei, Elon Musk, and Marc Andreesen, Mr Arrigo’s manifesto includes many notable reforms.
His manifesto includes the following proposals:
- Energy Independence: Construct power cables with Tunisia and Libya, supported by Maltese-owned power stations in North Africa, to ensure energy security and affordability.
- Transportation: Implement the metro plan and lower the age limit for 125cc mopeds from 18 to 16, increasing accessibility and mobility for young people.
- Infrastructure: Construct artificial islands on Hurd’s Bank using construction waste and incinerated trash, “creating valuable real estate and reducing landfill dependence.”
- Education: Allow parents to homeschool their children and introduce incentives for alternative education models to foster innovation in learning.
- Tax and business environment: Create a startup-friendly tax environment, positioning Malta as the leading European jurisdiction for tech companies.
- Digitalisation: Develop a fully online company registration process with APIs to enable legal SaaS tools and automated compliance systems.
- Food security: Support Maltese entrepreneurs in acquiring farmland in Sicily, ensuring an organic food supply chain for Malta.
Mr Arrigo stated that his candidacy stems from a desire to inject “fresh political voices that reflect 2025’s realities” into the political arena. While acknowledging the rise of new political parties, he criticised their lack of bold vision.
“My goal is to stir up debate and bring fresh ideas to the table fearlessly,” he wrote, adding that he is open to collaborating with any elected government should they find his ideas useful.
“We may be entering an era where political coalitions become the norm. I would rather stand on my own for what I believe in,” he stated.
He also clarified his decision to run independently rather than join existing political parties: “I do not wish to have my opinion censored or controlled by the politics of any group of people. I represent a distinct Libertarian Capitalist Vision, which is currently not represented in Malta.”
Political landscape in flux
Mr Arrigo’s announcement comes amid news of significant political developments in Malta.
A new centre-left party, Partit Malta Progressiva (PMP), is set to launch this year. The party, reportedly backed by figures such as former Labour MEP Cyrus Engerer and Silvan Agius, aims to challenge the traditional bi-party system.
Additionally, Momentum, a new party led by Arnold Cassola, is also expected to debut in 2025.
