Rachel Micallef has been promoted to Head of DRS & Business Systems at BCRS Malta, stepping into a leadership role that reflects her central involvement in the development and national rollout of Malta’s Deposit Refund Scheme.

In a brief LinkedIn post announcing her promotion, Ms Micallef wrote: “Grateful for the trust placed in me, motivated by the mission, and ready for what’s next.”

Ms Micallef previously served as DRS Manager at BCRS for over four years, during which she played a key role in taking the scheme from initial set-up to full national implementation. Her responsibilities included overseeing the installation of Reverse Vending Machines (RVMs) across retail, hospitality and educational establishments, managing hosting agreements, site logistics and host compliance, and establishing the operational structures required to support the scheme.

She was also instrumental in setting up and scaling the BCRS Help Desk, transitioning the function from outsourced to in-house operations supported by performance monitoring systems. Her role extended to stakeholder engagement across the supply chain, where she led national B2B and B2C awareness campaigns and managed registration processes.

Internally, Ms Micallef contributed to the creation and maintenance of the scheme’s database and compliance reporting structures to ensure regulatory alignment. She also oversaw the BCRS RVM monitoring room, supervised a cross-functional operations team, and coordinated internal engagement initiatives. Among the events she organised was the BCRS Open Day, alongside the procurement and management of key operational assets.

Prior to joining BCRS, Ms Micallef spent almost nine years at the Malta Chamber of Commerce, Enterprise and Industry, where she held roles including Executive – Sectors, Executive in Projects and Internationalisation, and Projects Manager. During this time, she was involved in initiatives related to digital transformation, project management and stakeholder coordination across various sectors.

Describing her professional approach, Ms Micallef notes experience in launching and managing complex, cross-sector initiatives, with a focus on governance, stakeholder engagement and technology-enabled solutions.
