The Council of the Kamra tal-Periti has officially announced the nominees for the upcoming Periti Warranting Board elections, which are set to take place on 17th March.

Notary Christian Meilak, the election official, in agreement with the Council, has confirmed that periti will be able to vote for candidates across both registers – regardless of which list they belong to. This decision was taken due to ambiguities in the current regulations governing such elections. The Ministry responsible for the sector has also agreed to address these ambiguities at the earliest opportunity.

All periti eligible to vote will receive their electronic ballot via email. Anyone who believes they are entitled to vote but does not receive their ballot by Friday, 14th March 2025, is encouraged to contact the election official at [email protected].

These elections are being held with the support of the Parliamentary Secretariat for Public Works and the Periti Warranting Board.

In the category of Periti Arkitetti, Perit Ann Marie Delicata has been declared elected unopposed.

Perit Ann Marie Delicata

Nominated by Perit Maria Cristina Sapiano and Perit Ioni Bugeja, Perit Delicata graduated with first-class honours from the University of Malta in 2014. She obtained her professional warrant shortly thereafter and has since built a diverse portfolio that spans residential developments, large-scale commercial and educational facilities, and infrastructure projects.

Her career began at the University of Malta, where she worked as a Research Support Officer before transitioning into quantity surveying and structural engineering. In 2017, she joined her father, Perit Andrew Ellul, and together they have worked on roads, marine structures, and other large-scale projects.

In addition to her architectural work, Perit Delicata is also a certified Energy Performance Certificate (EPC) assessor for residential properties in both Malta and the United Kingdom. Her expertise extends to energy performance certifications for large-scale commercial buildings, including schools. Perit Delicata actively engages with the energy sector, attending industry conferences to stay up to date with emerging trends and best practices.

Since Perit Delicata was uncontested, the Election Official has declared her elected to the Periti Warranting Board. She will serve a term of 18 months on the Periti Warrant Board under Cap. 622 and 24 months on the Periti Warranting Board under Cap. 390 from the date of publication in the Government Gazette.

The Civil Engineers’ category will see three nominees contesting the election.

Perit Kenneth Rausi 


Perit Kenneth Rausi

Graduating from the University of Malta in 2012, Perit Kenneth Rausi went on to obtain his warrant in 2015, specialising in structural engineering. His career has seen him gain experience working with various local architectural practices, giving him broad exposure to design and construction methods.

For the past five years, Perit Rausi has been a partner at Periti Studio, leading medium to large-scale projects with a focus on efficiency, sustainability, and cost-effective solutions. His work often integrates innovative technologies such as BubbleDeck, combining structural strength with architectural vision through collaboration with fellow professionals.

Perit Rausi has expressed his commitment to maintaining high professional and ethical standards within the industry, as well as supporting and guiding fellow professionals to achieve excellence. He sees the Warranting Board as an opportunity to promote innovation while upholding the integrity of the profession.

Perit Joseph Bugeja


Perit Joseph Bugeja

Perit Joseph Bugeja has been a practicing Perit since 1984. Born in Gżira in 1949, Perit Bugeja graduated in Civil Engineering in 1970 before working on the WHO/UNDP Master Plan for Water Supply, Drainage/Storm Water, and Solid Waste Treatment for the Maltese Islands. He went on to earn a Master’s in Civil Engineering from the University of London and a DIC from Imperial College London in 1973.

Perit Bugeja’s career includes longstanding engagements at Malta International Airport (1974–1988) and the Malta Freeport, where he continues to work to this day. He was responsible for overseeing the €250 million Terminal 2 land reclamation project at Freeport and has since been engaged on marine-based projects internationally, including in India, Italy, Latvia, Albania, and Ukraine.

Between 1997 and 2004, Perit Bugeja served as General Manager at Freeport, later becoming Projects Director. His engineering expertise has contributed to most local marine infrastructure projects over the past 25 years.

Since 2014, Perit Bugeja has also served as a visiting lecturer at the University of Malta, teaching Civil Engineering Structures (Marine) as part of the Master’s programme for Civil Engineering Periti.

Perit Josianne Vassallo


Perit Josianne Vassallo

Perit Josianne Vassallo is a Senior Architect and Civil Engineer within the Research and Planning Unit of the Public Works Department. She graduated in 1999 and holds postgraduate specialisation in Sustainable Energy along with a Master’s in Islands and Small States Studies from the University of Malta.

She previously served as an elected member of the Bord tal-Warrant tal-Periti between 2007 and 2014. Perit Vassallo is keen to once again contribute to the advancement of the profession, bringing her experience and insights to the Periti Warranting Board.
