Maltese professionals continue to advance within European institutions, with two senior appointments announced at the European Parliament and the Court of Justice of the European Union.

Joanna Apap has been appointed Head of Unit within the European Parliament’s Research Services (EPRS), where she will lead a unit within the Policy Department for Justice, Civil Liberties and Institutional Affairs.

Dr Apap has served as an EU official at the European Parliament since March 2005. Since July 2025, she has held the role of Parliamentary Research Administrator within the same policy department. Over the years, she has occupied several senior positions within EPRS, including within the Strategy, Coordination and Outreach Unit, where she acted as a strategic liaison with academia and think tanks, and as a Policy Analyst within the External Policies Unit of the Members’ Research Service.

Her work has focused extensively on human rights in external relations, migration policy, the Maghreb region, European citizenship rights, social integration, and the rights of third-country nationals and children. 

Before joining the European Parliament, Dr Apap was Head of the Justice and Home Affairs Section at the Centre for European Policy Studies. She has coordinated and participated in numerous trans-European and international projects and has published widely, including five books and several peer-reviewed articles. She has also lectured as a visiting academic in the United States.

Matthew Micallef Calvagna has been appointed Head of the Maltese Unit of Lawyer-Linguists at the Court of Justice of the European Union in Luxembourg.

He takes over the leadership of the unit from Joe Izzo Clarke.

The Unit of Lawyer-Linguists plays a critical role in ensuring the legal and linguistic accuracy of EU law across official languages, including Maltese, by reviewing and refining judicial texts, judgments and legal instruments issued by the Court.
