Paul Edgar Micallef graduated as a Doctor of Laws from the University of Malta in 1984 and, seven years later, he read for a degree of Master of Jurisprudence at the University of Birmingham, submitting a thesis on consumer redress.

He served as legal adviser and then Acting Director at the former Department of Consumer Affairs between 1992 and 1997. Subsequently, Dr Micallef joined the Planning Authority and occupied the post of legal adviser from 1997 to 2001. He has been working with the Malta Communications Authority since 2001, now occupying the position of Chief Legal Adviser.

For several years, he was a member of the Consumer Affairs Council and a member of the Consumer Association. In 2014, he was appointed as a visiting senior lecturer to the University of Malta.

“I have been involved in drafting various consumer laws, including the Consumer Affairs Act, regulations enacted under that law, as well as laws relating to the travel sector and most of the legislation enacted since 2002 relating to the electronic communications and postal sectors,” Dr Micallef says.

He has written extensively in both local and foreign law journals on diverse subjects relating mainly to consumer law, competition law and utilities law.
