Charles Cassar is the founder of Shoulder Compliance, where he provides consultancy services in Malta’s anti-financial crime and regulatory compliance sectors.

His career has spanned external and in-house legal counsel and compliance roles, giving him experience across both the legal and operational sides of financial crime prevention and regulatory compliance.

Dr Cassar has previously led the compliance function of a European Systemically Important Institution and headed the compliance and legal departments of a fintech bank. He also spent many years working as a commercial lawyer, acting as external counsel on a broad range of transactions.

Through Shoulder Compliance, Dr Cassar brings together this legal and compliance experience to advise businesses on anti-financial crime and regulatory matters.

For Dr Cassar, effective compliance requires more than simply understanding the applicable rulebooks. It also means understanding how regulatory requirements work in practice and how they interact with the systems, processes and operations of the businesses expected to implement them.

Outside his professional work, Dr Cassar enjoys spending time with his family, playing electric bass and reading. He also describes himself as someone who enjoys “getting stuck into long-winded arguments about pretty much anything.”
