A public consultation has been launched on the future of the former San Luċjan oil depot in Birżebbuġa, as authorities move forward with plans to regenerate the site following its decommissioning.

The Government has formally requested the Planning Authority to carry out a partial review of the 1995 Marsaxlokk Bay Local Plan, alongside the preparation of a new Development Brief intended to guide the long-term transformation of the area.

According to the proposal, the site presents an opportunity to be redeveloped in a way that reflects present-day needs, while aligning with broader national objectives linked to sustainability and economic development. The updated planning framework is expected to establish clear parameters for the site’s future use, addressing the absence of detailed guidance in existing policy once oil depot operations ceased.

The initiative also ties into the Government’s wider strategy to strengthen Malta’s blue and green economy, with a focus on increasing public open spaces and supporting sustainable investment.

Four key objectives have been outlined as part of the review. These include promoting education, innovation and technology within the area; supporting cultural, leisure and entertainment activities; converting hard surfaces into green spaces where feasible; and prioritising environmentally sustainable initiatives and investments.

Authorities said these objectives are intended to form a balanced development strategy that respects the character of the area while enabling new opportunities for public use and economic activity. The Development Brief is also expected to ensure a mix of uses across the site.

The Planning Authority is inviting members of the public and other stakeholders to submit their feedback as part of the consultation process. Submissions can be made through the official online portal, with the consultation period set to close on 24th April 2026.
