The controversial redevelopment of Comino’s only hotel is set to go ahead after Malta’s planning tribunal rejected an appeal lodged by environmental NGOs against the project.
The Environment and Planning Review Tribunal (EPRT) confirmed the initial Planning Authority decision to approve the hotel’s redevelopment, led by HV Hospitality and set to operate under the Six Senses brand.
“This ruling reinforces the company’s vision to create a world-class, environmentally responsible resort that enhances Malta’s tourism offering while respecting Comino’s unique landscape,” said the company.
HV Hospitality, a subsidiary of Hili Ventures, is investing €170 million in the project, which will transform 1960s-era structures into a “sustainable, lower-density resort”.
Since 2019, HV Hospitality has been working closely with stakeholders and environmental experts to ensure the project minimises the human impact on Comino.
The development will restore over 8,200 sqm of land and introduce 55,000 endemic trees and plants, with every element designed to comply with rigorous environmental standards following extensive impact assessments and public consultations.
The new Six Senses Comino will be dedicated exclusively to tourism, in line with HV Hospitality’s declared intentions and the existing land concession.
“The resort will also feature energy-efficient systems, water conservation measures, and a design that blends seamlessly with Comino’s natural landscape,” said HV Hospitality.
“This development aligns with Malta’s ambition to lead in sustainable tourism across the Mediterranean and will also improve public access to the foreshore, eliminate any discharge of untreated sewage into the sea, restore garigue habitats and comply with the Natura 2000 Management Plan, adhere to strict ERA-imposed conditions and respect Comino’s dark sky environment, and achieve LEED certification for sustainable buildings.”
HV Hospitality was established in 2019 with the aim of investing in distinct properties and locations around Europe to develop exquisite hotels and resorts and nurture the potential of urban assets.
The company is still in the development stage with its first project on the island of Comino, Malta. In 2023, the company marked a major milestone by partnering with world-renowned luxury hotel brand Six Senses, which forms part of InterContinental Hotels Group plc.
HV Hospitality is a subsidiary of Hili Ventures Limited, the Malta-based, privately-owned holding company steering a group of businesses across Europe and North Africa in food service, retail, real estate, hospitality, shipping, engineering, and technology.
With a legacy dating back to 1923, the group partners with global brands including Apple, McDonald’s, Microsoft, and Konecranes to develop businesses that deliver a lasting impact.
