The Housing Authority was established on 11th October 1976 by an Act of Parliament, titled Act XV of 1976, better known as The Housing Authority Act. The Housing Authority operates under the Ministry for Social and Affordable Accommodation and has been contributing to the stability of Maltese society since its inception.

Prior to 1991, the premises and offices of the Housing Authority were situated in Valletta at the Auberge de Bavière on St Sebastian Street, currently housing the offices of the Lands Department. The Housing Authority relocated to Pietro Floriani Street, Floriana, where it continues to offer its services to date. In 2007, the Department of Social Housing and Housing Construction and Maintenance merged with the Housing Authority, presenting new challenges. To maintain procedures and accommodate department staff, the Housing Authority expanded its existing premises in Floriana. Today, these departments are fully integrated into the Housing Authority's functions, providing services to those seeking accommodation, support, and assistance.

Over the years, The Housing Authority has expanded its mission to address the broader affordability and stability of the housing sector, especially with vulnerable individuals and families. The authority plays a pivotal role as a governmental body in identifying market shortfalls and addressing them appropriately. While the provision of Social Housing remains a key aspect of the Authority's mission, it also aims to support the belief in housing as a human right through its portfolio of schemes and opportunities. These opportunities are essential for individuals and families aspiring to become homeowners, as well as tenants seeking quality living through the Rental Market.

Today, the Housing Authority also functions as a regulator of the Rental Market and drives positive change through innovative projects such as the Intergenerational Project in Valletta and the Nearly-Zero-Energy-Building in Zabbar.

The Housing Authority is committed to making strategy-led decisions based on precise data and ongoing consultations with stakeholders, including NGOs, landlords, developers, and tenants. These consultations help identify pockets of vulnerability within Maltese society. The Authority is also leading a fully-fledged digitisation transformation, enhancing its data sharing and outreach capabilities.
