Reuben Muscat is a technology and operations executive with more than three decades of leadership experience across the telecommunications, technology, software, and iGaming sectors. Combining a strong engineering background with strategic business expertise, he has built a career focused on organisational growth, operational excellence, and large-scale business transformation.

A graduate in Electrical Engineering from the University of Malta, Mr Muscat later earned a Master’s degree in Business Administration from Henley Business School in the United Kingdom. Throughout his career, he has held a number of senior management and C-level positions within both multinational corporations and high-growth enterprises.

Mr Muscat previously served as Country Manager for a multinational technology services organisation supporting HP Enterprise VIP clients across Europe, North Africa, and the Middle East. In this role, he successfully established and scaled the Malta operation from inception, building a multicultural workforce of professionals representing over 25 nationalities and supporting clients across multiple international markets.

He also held the positions of Group Director and Chief Operating Officer within the iGaming industry, overseeing online and land-based casino and sportsbook operations targeting the DACH market. During this period, he played a key role in mergers and acquisitions, licensing initiatives, strategic expansion, and the successful stock exchange listing of the holding company.

Today, Mr Muscat serves as Operations Director at 2i, a software development company delivering enterprise-grade solutions to the public sector. His responsibilities span operations, finance, human resources, IT, marketing, and strategic stakeholder management at both local and international levels.

Alongside his corporate leadership roles, Mr Muscat has lectured in technical and business disciplines at several educational institutions, including MCAST and Middlesex University. Over the years, he has led nationwide technology initiatives, managed complex IT infrastructures and data centre projects, and guided software development and support teams through periods of rapid transformation and growth.

Recognised for his strategic mindset, leadership capability, and results-driven approach, Mr Muscat continues to advise and support organisations in scaling operations, driving innovation, and preparing for sustainable growth in increasingly competitive markets.
