Dean Hili was admitted to the bar in 2013, having earned his Law degree from the University of Malta, following a Bachelor of Laws and a Diploma of Notary Public. As part of the requirements for the Doctor of Laws degree, he submitted my thesis entitled “Fiduciary Obligations and the Concept of ‘Prestanome’ in Maltese Law.”

“Through this research, I explored the parallels and distinctions between modern fiduciary obligations and the traditional legal institute of mandate, focusing on relevant sections of the Civil Code and amendments to Malta’s trust law,” Dr Hili explains. His work provided insight into the system’s roots in both Common Law and Roman Law and examined fiduciary duties, the nature of fiduciary relationships, and the implications for parties bound by such duties, supported by relevant local and international case law.

Dr Hili’s principal areas of legal practice are family law, criminal law, and debt collection. Over the years, he has taken on various leadership roles within national regulatory bodies and advisory boards, including Chair of the Audit Committee of the Malta Gaming Authority, Vice-Chairman of the Council for the Counselling Profession in Malta, Chairman of EquestriMalta, and a sitting member of the Offender Assessment Board. All of this reflects his commitment to public service and professional ethics.
