Paul Caruana Turner has been appointed Head of Compliance at ARRISE, bringing with him a wealth of legal and regulatory experience in the iGaming and financial services sectors.

Mr Caruana Turner holds a Bachelor of Laws with Honours from the University of Malta. His undergraduate studies encompassed key areas such as the law of obligations, trust law, employment law, company law, EU financial services law, and the regulation of banking.

He went on to graduate Magna Cum Laude with a Master of Arts in Financial Services, with his thesis focusing on “The Regulation of Virtual Financial Assets as a Means of Payment under Maltese Law”.

Mr Caruana Turner began his career consulting regulated companies seeking to establish themselves in Malta, guiding them through the licensing process and advising on regulatory compliance. His expertise includes the drafting and implementation of internal policies in line with applicable laws.

In recent years, he has held in-house roles within the iGaming industry, covering both legal and regulatory compliance functions. He most recently served as Senior Vice President Legal, Compliance, and Operations at Strive Gaming, a position he held for more than three years. His previous roles also include Regional Regulatory Compliance Manager at Betway Group and Company Secretary at Nolimit City.

A certified GDPR practitioner, Mr Caruana Turner has overseen the design and implementation of GDPR-compliant policies for several gaming operators. He also holds a Personal Management Licence from the UK Gambling Commission, is an approved Key Function Holder by the Malta Gaming Authority (MGA), and is recognised as an approved person by both the Isle of Man Gambling Supervision Commission (GSC) and the Alcohol and Gaming Commission of Ontario (AGCO).
